I/ Executive summary
In our previous researches, we found that the two trends leading to obesity are the high cost of
fitness and the lack of spaces for outdoor exercises. Searching further, we see that these
problems are happening in Singapore and contribute to the rising obesity in our countries.
According to the figures of the National Health Survey in 2010, we noted that the prevalence of
obesity was higher among middle and low income people.

Solving these problems are very critical for MOH to fulfill our mission. Moreover, the cost of
obesity is so high, because obese people will surely encounter some chronic illnesses, leading to
increases in healthcare expenditures.

Therefore MOH must have appropriate policy to solve this problem. According to our study, we
come up with a proposal called “the fitness grant”. These programs will be carried out at
community centres around the country. The middle and low income people will be subsidized by
the government.

II/ Introduction
Obesity has been a worldwide phenomenon in recent years. Especially in the developed
countries, the number of obese people has increased markedly. For example in the US, the
obesity now is twice as much as it was in 1980. Moreover, obesity has been prevalent among all
ages and races. Now it is estimated that one third of American are overweight ( Jon D Wiseman
and Kevin W Caperhat, 2009) . Besides, in the UK the obesity rate also tripled since 1980.

There are many risks related to obesity. In common, obesity will lead to type 2 heart disease,
