As an employee of Army Material Command (AMC) holding the position of contracting
officer, the task of overseeing the acquisition of a Base Supply store are my task. A statement of need has been developed; AMC has identified a need for an Office Supply Store who has the capability of supplying office equipment and supplies. The contract has been awarded to Henry's Office Supply & Equipment; however, Price analysis is used when detailed cost and price data (by an element of cost: labor, materials, overhead, etc.) are not required. Price analysis should always be performed to determine that the overall price offered is fair and reasonable (FAR 15.402).
From the analysis performed a determination has been made that the price in the bid offered, constitutes a Contract Change Evaluation is necessary.
The appropriate administrative process the limitation of funds clauses is based on the best available cost estimate. Pricing policy provides that a contracting officer must purchase supplies and services at fair and reasonable prices. In establishing the reasonableness of the price, contracting officer must not obtain more information from the offer than necessary.
The following order of precedence should be used per FAR 15.402:
1. No additional information if the price is based on adequate competition, expect as provided at FAR 15.403-3b
2. Information other than cost or pricing data, information on prices (catalog, market prices, or previous contract prices), relying first on information within the Government; second from sources other than the entity or person who make the proposal.
3. Cost information that does not meet the definition of or pricing data (FAR 15.402,).
