ABSTRACT

E-government can contribute significantly to the process of renovation of the government towards a leaner, more cost-effective government. It can expedite communication and improve the synchronization of authorities at different layers of government, within organizations and even at the departmental level. The study begins with the e-government related theories and then leads to the evaluation of the Bangladesh Government’s intellectual properties through Website Attribute Evaluation System (WAES). In this study the transparency part of WAES is covered which includes Ownership, Contacts or Reachability, Organizational Information, Issue Information and Citizen Consequences or Responses. The evaluation of e-governance was based on the ministries of Bangladesh Government and is represented graphically in comparative way. The paper concludes in revealing some findings and recommendations about effective e-government system in Bangladesh.

INTRODUCTION

In the era of generation-X, technological advancement is taking place all over the world. A new sort of rationalization has been introduced in the public sector by the use of modern Information and Communication Technologies (ICTs). Gradually more use of ICT tools and applications is leading to transformational shifts in public policy, processes and functions. E-government is being deployed to provide citizen services.
