Medicare is considered a national social insurance program that is administered by the Federal Government since 1965. The Medicare program guarantees access to health insurance for Americans ages sixty-five and older and younger people with disabilities. Medicare is broken down into 4 parts that allows people who are eligible to access certain medical coverage’s such as prescriptions, outpatient procedures, medication and hospital visits. According to AARP “There is a total of 44 million people who are enrolled in the Medicare program, and there is an rise expectance of seventy-nine million by 2030” (AARP, 2009). In 2011, Obama passed a new health care reform that is going into effect in 2014. e. This purpose of this paper is to evaluate how the policy process,the policy process is an interactive process with multiple points of access providing opportunities to influence the multiple decision makers involved at each stages.
Formulation stage
The formulation stage of a policy represents when the government executes and adopts a policy as specified by the legislation or policy. At this stage various government agencies and departments are responsible for the respective area of the policy. One of the first phases is agenda setting, which be definition is influence the salience of topics on the public. The agenda setting has talks about the problems, solution and the political portion of the idea. When Obama came in to office in 2008, reformation to the health care policies was at the table and the need for change. The main objective was to decrease the rate of health care cost and allow better access for many people with in the United States.
