First off let’s* visualize the situation; you enter East St. Louis, the skyline fades to a dim and pale grey*, you drive down one of the streets and you look around you, there’s muck and mire on the streets and up into people’s yards and even their homes. You see little kids sitting on the porch, not wanting to venture out into their yards that are filled with the stench of sewage and covered in trash. Their eyes are filled with the look of fear and hopelessness, but a dim defiance is hidden inside them. You can see smoke form others burning the trash in their yards and you know that it’s releasing toxins into the air. In the distance you see chemical and drug plants spewing their toxins into the air. In the distance sirens wailing as the police evacuate people because of a chemical spill. The houses in disrepair, some are even scarred with the ash and charred walls because of a fire, their windows boarded up to keep the house cooled or heated. Barely any if even any of the houses maintained electricity I’d say most are without it. The roads filled with potholes and in need of cleanup and repair. Their High school is dilapidated, windows broken, some boarded up, and you enter the building and the stench of raw sewage envelops you. You look through the classrooms and the library of the school and the books are outdated and their covers worn by the overuse of the books. You look then at the students, the majority is Negro’s, African American’s, some of the females have bulging bellies, indicating their pregnancy, some caressing babies as they study, you look into their eyes you see bitter hollow defiance and helpless, hopelessness. You know you have to do something! But where do you start with this situation? You can’t just go in and repair the Sewers without demolishing some of the houses, and even if you could how could you clean up all the pollution and contaminants in the area? There are so many problems to fix and not enough efficient ways to complete...
