2.1 General Environment

Malaysia is a parliamentary democracy which is a constitutional monarchy with a prime minister as head of government. Malaysia uses multi-party system. Head of state of Malaysia is called Yang DiPertuan Agong. Yang DiPertuan Agong served for 5 years and was selected from nine sultans in the nine state take turns. As one of the former British colony, the system of government in Malaysia adopted the Westminster parliamentary system, the legacy of British colonial rulers. But in practice, the executive power is more inclined than in the legislative. There are three of the largest tribes in Malaysia that are Malay, Chinese, and India. Most of the Malaysians state government offices are almost occupied by ethnic Malays.
