Problem Solution: Coastal County Clerk of Court
The office of the Coastal County Clerk of Court is experiencing some growing pains as it modernizes its operations under the leadership of newly elected court clerk, Stan Accord. Under former clerk, Art Brewer, the office did not make use of technology in providing services to the community and operated under a relaxed management style. As the community population grows and in response to mounting customer complaints Coastal County must learn to embrace technology. The installation of new management has also created some internal destructive conflict, most notably charges of age discrimination, which threatens to disrupt Coastal County’s ability to operate effectively. Coastal County must take steps to integrate modern technology into its daily operations and services and must take steps to effectively mitigate any instances or perceptions of ageism.

Issue and Opportunity Identification
Coastal County, under former Clerk Art Brewer, kept operating costs down but neglected to implement any forms of technology or innovations to improve or expand the level of service it offered Coastal County residents. The newly elected clerk, Stan Accord, campaigned on a platform that included the implementation of modern technology, including web-based services. This presents Accord with the opportunity to reframe the conversation from one of job losses to one of innovation, increased efficiency, and better production for the remaining employees of Coastal County. Also included in Mr. Accord’s campaign promises was his commitment to accountability. Gone are the days of employees being encouraged by Art Brewer to be highly visible in the community during working hours.
