“Forming Bills”
(A play off of ‘Jingle Bells’)
By: Julia Kipnis, Nicolette Kampf, Wajiha Yassin,
Jared Miller, Heather Young, and Jessica Olive

Dashing through a legislative body,
On a sleigh to form a bill
From members to congress,
All the way to constituents
Bill gets dropped in the hopper,
And gets a new number
What fun it is to review and form,
Bills all through the night

(Chorus)
OH, forming bills, forming bills, forming through committees
Oh, what fun it is to have conference, joint, and standing committees
HEY!

Committees then mark up,
In hearings or sessions
Surviving through the chamber,
It goes to rules committee
This determines length,
Of debate and amendments
The bill goes to the house,
And then they vote on it!

(Chorus)
OH, forming bills, forming bills, forming through committees
Oh, what fun it is to have conference, joint, and standing committees
HEY!

The bill needs to have privilege,
To come to the floor
Then the final vote,
must receive a majority,
If they vote yes,
Off it goes to the senate
What fun it is to iron out,
Differences between two bills

(Chorus)
OH, forming bills, forming bills, forming through committees
Oh, what fun it is to have conference, joint, and standing committees
HEY!

After house and senate,
The bill goes to the prez
He has ten days to veto it,
Sign it or do nothing
IF the president signs,
It becomes a law
IF the president vetoes it,
It goes back to congress

(Chorus)
OH, forming bills, forming bills, forming through committees
Oh, what fun it is to have conference, joint, and standing committees
HEY!
