1. Diplomacy has many meanings. To some, it is the means of foreign policy as a tool of negotiation, while to others, it is essentially the entire foreign policy. Contributing to the meaning of diplomacy are two scholars, Harold Nicolson and Easrnst Satow. Nicolson defines diplomacy as “the implementation of foreign policy through negotiation”, whereas Satow states that diplomacy is “the application of intelligence and tact to the conduct of official relations between states.” From these two definitions, it can be said that diplomacy is the application of intelligence and tactics to the implementation of foreign policy through the strategy of negotiation. Though all diplomatic interactions have been, and continue to be at the center to conquest and key to International Relations, diplomacy has comprehensively evolved throughout time. As a result to the many communications governments were having abroad the European Union, diplomacy was developed.

In ancient times, diplomacy entailed three things, of which include the delivery of messages and warnings, pleading of causes, the transfer of gifts and tribute from one King to the next to prevent aggression. Overtime, this then evolved to modern diplomacy. In the late fourteenth century, the Duke of Milan established a kind of foreign mission into the city state of Genoa, and subsequently this became an example of which many other city states then began to follow. Spreading throughout other Italian states, it eventually reached other countries of the European Union. Medizi, established with Florence, took place in two states which gave birth to bilateral diplomacy. Bilateral diplomacy is exchange between two states, instead of just one. For the next three centuries, bilateral diplomacy continued, and in the seventeenth century, there was a change in the nature of diplomacy due to a new development.
