Analyze the Political Power of Different
Groups in the National People’s Congress Standing Committee (NPCSC)

1.Introduction to the argument
Nowadays people are more concerned about their political right. As the economy in China grows quickly and China plays a more and more important role in the world, plenty of issues (like dictatorship) about the political power in China occur. One of the most important committees in China is the NPCSC.  Because of its vital status in Chinese politics, whether it can represent the citizens and stand for them is obviously significant. Normally, group with larger population should get more political power in the NPCSC. A good allocation of the seats will obtain the equity.[1] If one group’s ratio of the political power in NPCSC is approximately equal to its ratio of the actual population, then we can say the committee is representative. First we will introduce the NPCSC and then use Shapley-Shubik Power Index (SSI) and Degan-Packel Index of Power (DPI) to calculate the political power. We select three aspects (party, district and profession) to analyze the political power of each group. At the same time, we will draw some conclusions about the two methods (SSI and DPI) by this case.

2.The function and structure of NPCSC
The NPCSC is a committee of about 150 members of the NPC(National People’s Congress)  in China, which is convened between plenary sessions of the NPC. It has the constitutional authority to modify legislation within limits set by the NPC, and thus acts as a legislative body. It controls different committees in NPC and has the power to decide the appointment of some government officers and supervise the government, the court and the procuratorate.
