Growing Pains
* The pop was doubling e/ 20 yrs
1. US pop was still 90% rural and 5% lived west of Appalachians
2. Vermont, Kentucky, Tennessee, Ohio became states
3. Westerners were looked down on as simple, rough pioneers and they were restless and not really loyal
* W/in 12 yrs of US independence – laws broken, replaced constitution, ppl unhappy w/ the govt, and was heavily in debt
Washington for President
* GW: unanimously elected as pres by Electoral College in 1789
* As went Mt. Vernon New York (capital)
ppl cheered and had festivities, took office on a balcony overlooking Wall St
* GW established a diverse cabinet:
1. Sec of State: Thomas Jefferson
2. Sec of the Treasury: Alexander Hamilton
3. Sec of War: Henry Knox
The Bill of Rights
* Some states and Anti-Federalists agreed to the Constitution on the condition that there will be a Bill of Rights
* Amendments:
1. Freedom of religion, speech, press, assembly, petition
2. Right to bear arms
3. Freedom from quartering troops in homes in peacetime
4. No unreasonable searches and need warrant to search
5. No double jeopardy, right to refuse to speak during civil trial (no self-incrimination)
6. Right to speedy and public trial, be informed of charges, attorney
7. Right to trial by jury in civil law suits (when sum exceeds $20)
8. No excessive bail, no cruel and unusual pun
9. Rights not listed in the constitution retained by ppl – right to privacy
10. Unlisted powers belong to the state
* Judiciary Act: created effective fed courts – Supreme (w/ a chief justice and 5 associates), fed district and circuit courts, and established the office of attorney general
* John Jay: 1st Chief Justice
