In 1819 , Sir Stanford Raffles start a British establishment of Singapore on the Malaya Peninsula . This has create tension between both the British and the Dutch ,this is when a treaty signed by Raffles and The Sultan of Johore was denied and claimed to be invalid by the Dutch . The Dutch also claimed that the Sultanate of Johore was under their influence. As an additional to the current issue , the Dutch is questioning their trading rights in British India and their old establishment which also becoming a point of contention between Batavia and Culcutta. This issue in fact has arisen much earlier , it is started when British occupied many of Dutch properties during the Napolean Wars and existing issue of trading right in the Spice Island . Under intense pressure from British merchants whom obviously had interest in the Far East , British government had no choice but to start a negotiation to clarify the situation in Southeast Asia with the Dutch in 1820 .
On July 20 1820 , Canning and Fagel meets for the first time for negotiation . The Dutch urge the abandonment of Singapore by British , where Cunning was not really sure on the exact circumstances under which Singapore was aquired. In turn , this negotiations turn out to be a discussion of non – controversial issue such as a rights of free navigation along trading route and the elimination of piracy . They finally agreed on this non – controversial issue , however the discussion on the root issue was never established and were suspended on 5th August 1820 until three years later . In 15th December 1823 , the negotiation once again continued where at this time , the British government has recognize the commercial value of Singapore . This negotiation finally discuss it’s root matter that has been suspended since their last meeting about establishment of clear spheres influence in the region.
