International norms-expectations actors hold about normal international relations
International Organizations-include IGOs and NGOs which work together across national boundaries to reflect interdependence
UN
a) closest thing to world government but not
b) members are sovereign states that have empowered the UN to enforce its will within the states’ territories except with the consent of those states’ governments
c) strengthens world order but design acknowledges international anarchy and the unwillingness of states to surrender their sovereignty
d) goal-provide global institutional structure through which states can sometimes settle conflicts with less reliance on force
e) exists because states have created it to serve their needs
