Issue vs Problem

Issue vs Problem

What is difference between an issue and a problem?
To explain this difference in my own terms, I will start with an example. Person A is cold, hostile, and indifferent to me. Person A has an issue of connecting to me. What is the root cause? Person A has problem and that is connecting to people. An Issue is a concern at hand and a problem is more extending term explaining one or many causes of an issue. Issue can be temporarily fixed, but unless and until underlying problem or problems are not fixed or resolved permanently, the issues keep arising. Different perspectives on issue can lead to many problems rather than one.
