Weakness of a policy
There are a lot of failures to make use of the things stated on the content of Tanzania Science and Technology policy. On top the policy has got a large number of weakness which include the following;
Lack of critical understanding and awareness on the dynamics of international environment and its awareness in the development of science and technology in Tanzania. There are a lot of changes made o n the international polices and roles, for example there are no safeguard roles made in Tanzania after the changes in the international environment for the aim of protecting our technology as well as science. Due to the open markets and nongovernmental intervention in the development of science and technology government has to take action and improve its policy to copy the environment.
Policy has remains only general. This is in regard to setup of Tanzania institutions; there are no detailed information on how the policy should be implemented in different institutions in the country. There is no recognition of the existing science and technology institutions since the rapid changes in characteristic feature of present age, the policy is not flexible as required to respond to the dynamic world changes thus it can be termed as impractical.
Few areas of expertise have been categorically specified as needing attention while document make reference to the encouragement of local expertise. The policy has only remained written, and on those documents it insists that local expertise should be encouraged and attention is needed. But practical just few areas of expertise are given attention while others are forgotten. There is no influence to develop local scientist and technologist by giving them support chance to work monetary support and protect their markets on technological products. We just say “we are living in the world of science and technology” but what we doing doesn’t support or give conducive environment for it.
