WHAT DOES IT MEAN TO BE “COMPUTER LITERATE”?

Computer literacy means taking control of your computer and not letting it control you. You are computer literate when you feel you are telling the computer what to do and not the other way around. Computers do just what we tell them to do. If you don't speak their language, then they're not going to work as expected. Computers do not have minds of their own. They are nothing more than a reflection of human experience.

Computer literacy does not mean you need to know how use every single piece of software you may encounter. It does not mean you need to know how to write programs or network computers. You just need to know some basics — how to save and open a file, how to use a word processing program, and how to send and receive email — for starters. It means having some sort of level of comfort around computers rather than a look of fear and a feeling of uneasiness. In short, computer literacy is knowing what a computer can and cannot do. The next step is learning to know what kind of computer tool to use to accomplish specific computing tasks.
