Exchange of InformationIn suppressing sea piracy and armed robbery, the Royal Thai Navy and the Royal Thai Police have maintained close co-ordition and regularly exchanged information with each other. Thailand has alo strenghthened cooperation with some countries and the International Maritime Organisation in terms of information exchange on sea piracy and other maritime crimes.Legal Matters.Thailand is a party to the Convention for the Safety of Life at Sea (SOLAS Convention), as amended in 2002, to enhance the International Ship and Port Facility Security Code (ISPS Code). Therefore, Thailand is committed to formulating a safety system and plan to ensure ship and port safety, as well as assigning the necessary officials responsible for preventing acts of piracy and terrorist act. The amended Convention will take effect from 1 July 2004 onward and will be applied to ships engaged on international voyages and at port facilities serving such ships.Moreover, as in the process of considering becoming a party to all 12 UN conventions and protocols related to the fight against terrorism, Thailand has assigned the Minitry of Transportation to study the possibility and effects of accession to the Convention for Suppression of Unlawful Acts against the Safety for Maritime Navigation 1988 (SUA Convention).The domestic laws with regard to piracy are the Act in Prevention and Suppression of Piracy B.E.2534 (1991) and the Penal Code.Laws Enforcement MattersThailand – Maritime Enforcement Co-ordination Centre (THAI-MECC) has been established, comprising the Royal Thai Navy, the Royal Thai Police, the Harbour Department, the Department of Fisheries, the Immigration Bureau and the Customs Department. The patrols in the areas threatened by piracy have been intensified.Thailands has joined the agreement on coordinated patrol in the Malacca Straits with other original littoral states, Indonesia, Malaysia and Singapore.
