Top Notch Security compiled this report for Ms. Janet Garret, Director of Security, and Magnolia Utility Citizens’ Cooperative. The basis for this report is the Physical Security Survey conducted on 13 March 2013 by associates from Top Notch Security. This report will cover the areas that Magnolia is meeting or exceeding the standards in and the areas where the survey team considers as needing improvement.
The initial meeting before the survey was conducted included the associates from Top Notch Security and the Security Committee of Magnolia Utility Citizens’ Cooperative. The following personnel from Magnolia were present: Ms. Paige Brown, Vice President of Finance; Ms. Janet Garret, Director of Security; Ms. Stacy Chang, Director of Branch Management and Cash Operations; Ms. Margie Mason, Supervisor of Cash Management; and Mr. Manny Vanetti, Supervisor of Custodial Staff. The following personnel were present from Top Notch Security: Mr. James Reynolds, Security Associate; and Mr. Walter P. Kay, Security Professional. Ms. Garret explained to the personnel in the room the reason for the survey and had everyone introduce themselves and what their function with the company was. During this initial meeting, there seem to be some animosity toward an outside firm being brought in to conduct the Physical Security Survey. Ms. Garret ensured Top Notch Security that every department would be completely cooperative and helpful during the survey process. We agreed to start the survey the following morning by interviewing employees and analyzing the operations in each of the different sections and branches.
The survey started with an interview of Mr. Scott Williams. His position is that of Tool Room Clerk. He seemed to be knowledgeable of proper tool accountability procedures but did not necessarily follow them.
