1)Crime analysis is defined as a law enforcement function that involves systematic analysis for identifying and analyzing patterns in crime and disorder. Tactical analysis includes finding crime series and identifying offenders to solve crimes. The tatical analyis is useful to investigations, special enforcement and patrol officers. It can be used to link serial cases as well as to support surveillance. Strategic analysis involves identifying causes of crime and problem areas in an area. Strategic is useful to crime prevention, patrol sergeants, lieutenants, and also with traffic. Educating the public, supporting watch programs, it helps to solve the problems in certain locations. I feel that Compstat emphasizes the strategical crime analysis becuase they use gis and intend to map crime and identify problems and crime, once it is all maped out,their goal is to improve quality of life in their assigned area.
2)Some of it focuses on operating and policing of specific territories.Some police administrators have responsibility for managing and making primary decisions. With the traditional model of policing command authority is at the top of the police organization, the COMPSTAT makes the decision go through a different chain of command to get a feel of what each level of management opinion are.
3) The technologies that have made policing more effective are artificial intelligence, CODEFOR, compstat, GIS/GPS, and SARA. Some of these are technological advances that have helped police locate crime areas, others are just different methods of response to calls and using that data for traditional policing tactics.
4) Artificial intelligence is a computer software program focused on tje intelligent processing of knowledge vs. data processsing.
