The General Assembly,

Recalling the Treaty on Principles Governing the Activities of States in the Exploration and Use of Outer Space, including the Moon and Other Celestial Bodies, the Agreement on the Rescue of Astronauts, the Return of Astronauts and the Return of Objects Launched into Outer Space, the Convention on International Liability for Damage Caused by Space Objects, the Convention on Registration of Objects Launched into Outer Space, and the Agreement Governing the Activities of States on the Moon and Other Celestial Bodies,

Recalling also the Declaration of Legal Principles Governing the Activities of States in the Exploration and Use of Outer Space adopted by the General Assembly in its resolution 1962 (XVIII) of 13 December 1963 and the Declaration on International Cooperation in the Exploration and Use of Outer Space for the Benefit and in the Interest of All States, Taking into Particular Account the Needs of Developing Countries adopted by the General Assembly in its resolution 51/122 of 13 December 1996,

Deeply concerned about the prospect and consequences of an arms race in outer space,

Acknowledging the efforts of member states of the United Nations to come to a consensus on this issue,

Welcoming the creation of the Working Group on the prevention of an arms race in outer space in the Conference on Disarmament under document CD/1863 on 29 May 2009,

Recognizing the importance of space exploration for furthering humanity and improving international cooperation,

Believing that all states have equal rights and freedom to explore outer space,

Emphasizing on the principle that all space exploration should solely be for peaceful purposes,
