Tall structures have more levels of management whereas Flat structures have fewer levels of management; they also have wider span of control. This will lead to more workers being under one manager. But a flat organisational has less levels of management they probably only have the one and they have a small span of control.
Reasons why Havana’s cafe can be described as a being flat, is because there chain of command is not very large also the span of control is narrow because of the amount of people in management.
