The gang leader, Arturo Gallegos Castrellón,He ordered hundreds of killings as cartels battled over control of Ciudad Juárez. He was arrested eight months after the consulate killings and was extradited to the United States in 2012. A federal jury in El Paso convicted him of murder, drug trafficking and money laundering in February.

The main reason was to protect public from the person and his crul gang/hitman. It was public safety issue plus with drug trafficking which comes to public health.

 The sentence was determinate and it gives a set period of time that the offender has to serve – lifetime and it does not focus on rehabilitation and instead focuses on getting offenders off the streets for a longer period of time .which in this case he is going to be a lifer!
