[p[[[[When Japanese diplomatic team went to the United States for the first time in over two centuries, the American political system and the power of the President the Japanese diplomatic team saw was skeptical and gave them critical impression compare to Western political system. It is because even though the United States is the largest or the second largest nation in the world, American political system and its President were clearly seems weak and unstable compare to the idea of a written constitution from Western political system which are based on Japanese political system of the Meiji constitutions as well. Comparing the diary “Washington in 1860” by Norimasa Muragaki to “The Meiji Constitution” American political system from the view of Japan, it is obvious that the President in the United States is not a sovereign of a nation and does not have an absolute power in politics. Also there is great possibility that the frequent election might affect the authority of the President and finally this could affect American political system to not be an eternal nation.
If you look at the Japanese political system first, it is based on the idea of written constitution from Western political system and it is very obvious that the emperor is a sovereign and has an absolute power in every fields. Moreover, people respect the emperor as sacred and inviolable existence. For example, every time laws or orders are executed, it requires the Emperor’s sanction beforehand. Another, when people meet with the Emperor, people show their respect for the Emperor by the way of dress and clearly classify the class distinction between the Emperor and the others. However, if comparing to Japanese political system to American political system, even though the President in the United States has the most power in the nation, the President is not a sovereign and does not have absolute power such as the Emperor in Japan.
