Although the citizens seem to have no power at all, and in fact, we probably have the most power to affect our government. Mayor, governor, and even the president have to take in concern about citizens’ view and opinion before they act. And politicians can gather citizens’ opinion from various ways: citizens can directly contact to their governor or senate, and then the politician will address the problems in the meetings. The most influence way to air your opinion is to join interest group or organization. They even pay for people with the same interest to lobby at Washington. Most of the organizations have their local chapter throughout the nation, such as Redcross, Cierra club… When there is issue, there will be interests group that stand up to speak for their interest. Just in 2008, an Arizona school try to get away of the problem children such as deaf and mute from a public school, then the Alliance for School Choice take care of the matter and gave full support to the case. The replacement of the Articles of Confederation, the Constitution, also adopted the idea of federalism. The Bill of Rights explicitly starts in amendments IX and X that the power not vested in the nation government is given to the state government. An example of the difference in powers between the two governments is the state government absolutely cannot form its own army. The power to form an army rests only in the hands of the national government. Otherwise, the chance of there being another civil war is high. If and when there are disputes between states, the armies of the involved states will take the situation into their own hands and try to settle the issue. An example is the time a part of California wanted to secede. The town of Needles recently wanted to secede and become part of neighboring Nevada. If the power had rested within the state the separation may have occurred. Since the power rests within both the Congress and popular vote, the secession was shot down. The...
