Introduction

In every human society, there is an effort continually tending to confer on one part the height of power and happiness,and to reduce the other to the extreme of weakness and misery.The intent of good laws is to oppose this effort,and to diffuse their influence universally,and equally.But men generally abandon the care of their most important concerns to the uncertain prudence and discretion of those,whose interest it is to reject the best ,and wisest institutions;and it is not till they have been led into a thousand mistake in matters,the most essential to their lives and liberties,and are weary of suffering,that they can be induced to apply a remedy to the evils,with which they are oppressed by doing various crimes.It is then they begin to conceive,and acknowledge the most palpable truth ,which,from their impressions without distinction ,and to be determined rather by the opinions of others,than by the result of their own examination.Crime in Malaysia manifests in various forms ,including murder,theft,rape,human trafficking and the others.

Theft
Overall index crimes and street crime in Jan-Feb 2012 showed the reduction of 5% in Jan –Feb 2011 and 2012 for Index Crime while reduction of 45% in Jan- Feb 2009 and 2012 for street crimes.

Index Crimes are classified as Property Crimes and Violent Crimes. Property Crime consists of theft, snatch theft, vehicle theft, machinery theft, house break in. Violent crimes consists of robbery, assault, rape and murder. From Jan-Feb 2011 showed the decreases from 26 664 to 26 611 in 2012. It give the big number of different which 4053 and 15.2%.

Street crimes are classified as snatch thefts, robberies without firearms, and gang robberies without firearms. From Jan-Feb 2009 also showed the decreases from 6690 to 3104 in 2012. It also showed the different of 3586 and 53.6%
