The development of Information & Communication Technology (ICT) has entering a knowledge-based information society where it has been dominated by the new economic principles that value knowledge more than material goods. This will bring the higher impact of competition whereby it is better than the material goods have. The education through ICT has given a lot of impact in conducting the education system. The Korea’s country has brings the increases demand for changes in education. Furthermore, the education has the obligation of predicting social changes and encourages capable individuals required in society.

Korea is now an information and power of technology with a world class ICT infrastructure that has enabled the nation to use internet frequently. Since that, most of all people aged six and above over use the internet in their homes. However, an examinations shows that Korea is afflicted into various kinds of problems such as a decrease in the morale of teachers as drivers of educational innovation. This led to inequality in educational opportunities. The history of Korea’s ICT use in education have started from the policy of distributing one PC per person to all teachers to build the information and communications infrastructure in elementary and secondary education. The nation also started their ICT education through the build of comprehensive educational portal called EDUNET. This portal focused on supporting classroom lessons by digitalized teaching-learning materials and strengthening teacher’s ICT capabilities through participation in public software competitions.

A comprehensive e-learning development plan for the realization of a learning society with the Korea’s educational levels indicate that Korean students’ academic performances rank among the highest in the world, but their self-initiated learning abilities rank at the bottom.
