As stated by The H. Lavity Stoutt Community College’s Student Handbook 2004-2006, “The Hamilton Lavity Stoutt Community College was established in 1990 as the British Virgin Islands Community College. The institution was subsequently renamed in honour of the founding Chairman of the College Board of Governors, the late Chief Minister, Hamilton Lavity Stoutt. The Hamilton Lavity Stoutt Community College is a community college that provides programs that are equivalent to universities, technical and vocational programmes that are provided for the continuing education of adults. This institution began serving the community in 1990, out of the vision of the then Chief Minister H. Lavity Stoutt. The new community college was dedicated on the 15th August 1993 at Paraquita Bay, Tortola British Virgin Islands”.

The sub branch of The Hamilton Lavity Stoutt Community College is located at Valley, Virgin Gorda. According to Caryl O’Neal, “H. Lavity Stoutt Community College commences its operation on Virgin Gorda in the year 1990 at Bregado Flax Education Centre. The Classes that were offered were GED and prerequisite classes and they were held on evenings”. In colleges or universities academic support services are offered to students to assist and enhance learning in all fields of study. The HLSCC is no exception; they offer the necessary academic support services to assist students.

Some of the academic support services that are offered at the college are as follows; Tutoring and Study Skills, Student Orientation, Student Advising, Counseling, Library Services, Food services, Student services, Advising and Computer Lab. At present the Virgin Gorda facility is offering a limited number of academic services to students and as a result, current students, prospective students, parents and even some lecturers are questioning the issue of the academic support services that are offered to students.
