For the purposes of revealing how social welfare and crime control are entangled we will focus on two chapters of the DVD. Social welfare and crime control are said to be entangled because, although on the surface they seem to be two separate functions in practice they are actually connected and work hand in hand. This relationship causes entanglements because there is a fine line between social welfare and crime control policies. The domain of crime control is more oriented towards the creation and maintenance of social stability, social order and security by addressing behaviours and activities of those who are perceived to threaten these in some way. Social welfare is oriented towards the creation and maintenance of social well-being through the provision of various social supports combating social inequalities by promoting redistribution and social inclusion and countering various social harms such as poverty and discrimination.

Countering anti-social behaviour may be defined as a social welfare matter in that it protects the welfare and well-being of some against the disruptions caused by others. This example also raiders wider social welfare questions, i.e. how can societies support young people and others so that they do not conduct themselves in ways that are viewed as anti-social? One answer to this is showed on Chapter 1 of the DVD. In this chapter a shopping centre in Leeds is the main source of target for this particular research, where they have opened up their own learning centre, sponsored by Education Leeds.
