Just turning on the news will let one know that the academic standard in the United States does not meet those of other countries. The United States is lagging behind other nations in areas such as Math, Science, and Reading (Gropman, 2008). As the United States acknowledged there was a problem, they decided in 2001 to implement a new testing standard. The new system was to improve the U.S. in these areas, but in many rural and urban communities the new standard is unfair and unethical because of the lack of resources and funding that is provided to them(Black, s. 2006, April).
In 2001 the national government brought for the No Child Left Behind Act (NCLBA). The act was the signed by President Bush in 2002 and the act became law. The act was to set national standards in the academics of reading and math. The act states that by 2014 that all students in the United States will be 100% proficient in reading and in math. If for any reason a school doesn’t show growth at anytime for five years straight they can be taken over by the government or turned into charter schools. Along with that if at anytime a school regresses for two consecutive years the school can undergo the very same consequences. If a school does not meet the criteria placed in the NCLBA the government can dismiss staff and administration as they seem fit (Seligman, D. 2001). The problem with the NCLBA is that many urban and rural schools lack the proper funding to aid their students with the necessary \resources to meet the standards implemented under the NCLBA (Johnson, D. and Johnson, B. August 2002).
So that the state government standards would meet the national government standards every state had to implement targets of the percentage of students scoring proficient ( Hoff, B. 2008).
