Q: Write a note on the Objective Resolution 1949.

1. Preliminary Note
The first big step in the framing of a constitution for Pakistan was taken by the Constituent Assembly on 12 March 1949, when it passed a resolution on the ‘Aims and Objects of the Constitution’, popularly known as the Objective Resolution. It laid the foundation of the constitution and indicated the broad outline of its structure.

2. Origin of Objective Resolution
The Objective Resolution is mentioned in the preamble of the 1973 Constitution of Islamic Republic of Pakistan. But it was not a substantive part of the Constitutional Law. That’s why an amendment was made and Article 2-A came into existence and it made the objectives resolution a substantive part of the Constitutional law. It is an important document in the constitutional history of Pakistan. It was moved by Khan Liaqat Ali Khan, the first Prime Minister of Pakistan and leading members of the Cabinet and members of the opposition party participated in the debate. It combines the important characteristics of the western and Islamic democracy.

3. In the Words of Liaqat Ali Khan
At the time it was passed, Liaqat Ali Khan called it
"The most important occasion in the life of this country, next in importance only to the achievement of independence".

4. Importance
The importance of this document lies in the fact that it combines the good features of Western and Islamic democracy. It is a happy blend of modernism and Islam. The Objectives Resolution became a part of the constitution of Pakistan in 1985 under the 8th Amendment.

5. Significant Role of Objective Resolution
